Why would you bring a child to a long hair salon appointment?

We are in a little business unit with 4 separate units. One is a hair salon - the same women brings her 10 yr. old son with her for her appointments every other week, which usually last for 2 hours or more. Needless to say, I have caught him climbing in other vehicles, messing with the mailboxes (ripping off the flags) and opening everyone's doors and I mean flinging the doors wide open. Now he just hurt himself by jumping off the sidewalk in front of people's cars. I asked the owner of the salon if they could keep him inside, but the mom laughed and said, "He's only 10 - you can't expect him to sit here the whole time?" What can I do? Call someone? Make a scene?
