Should I use bleach on my hair ?

So I went to this college that does hair for cheaper than a salon. And I took a picture of Ariana Grande with me because that's the color I want it. I have light brown hair and they told me the only way to make it look that bright was to bleach it. Then dye it this burgundy color with cellophane..I think. I was just wondering should I go for t. I'm only 14 so it'll grow out eventually but do I really need to bleach ?
