Submissive peeing never stops! Save my puppy from the pound!?

OK so I have a 16 week old lab/malamute female. Im doing everything right but she submissive pees like 10 times in the house a day! I give her treats when she goes outside, she doesnt pee due to being excited and I know she is peeing trying to tell me that Im the boss and I know she was abused but she is happy with our routine. She will Sub pee even if its just a few drops and in every situation. We go on hikes and the dog park and she is being crate trained (she pees as soon as I let her out but I dont want to carry her because she will pee on me) I am home all day take her in the car on errands etc. I limit her water but she has ruined the carpet and my shoes. Im looking for real answers and help not just be patient and wait for her to our grow it....she has one week before our landlord makes us taker her to Humane Society...my land lord needs to see some progress or shes gotta go...PLEASE HELP!
