Why does my 6 months old pitbull/lab mix not be submissive against agressive dog?

I.e. theres a large doberman pinscher that is very aggressive towards him he always trys to play with this dog but gets put down and grabbed by the neck(nothing serious has happened yet) but then he gets back up and goes right back
